Questions and Answers


1. Who may enroll in Human Resources Institute’s courses?

Human Resources Institute courses are open to anyone at least 18 years of age, regardless of educational background or place of employment.

2. Are Human Resources Institute’s courses beneficial to private industry employees?

Although many of our courses are designed for Government employees, private industry employees who seek to gain knowledge of Government rules, regulations, procedures, and policies will benefit from attending. In addition, we offer a number of computer courses, written and oral communication courses, and other courses, which can be beneficial to both Government and private industry employees.

3. What are your policies on rescheduling, substitution, refunds, and cancellations?

Rescheduling:
You may reschedule a course at any time prior to the start of the course. If you are unable to attend a scheduled course for which you are registered, you may reschedule for the same course at a later date or for any other course of equal or lesser value. You are permitted to reschedule a course no more than three times. In addition, you must take the course within one year of the date that you were originally scheduled. There are no fees for rescheduling.

Substitutions: Substitutions are permitted at any time up to the start of the course. If you wish to have a substitute attend the course, please call us at 301-749-5600 prior to the course so that we can add the substitute's information to the course roster. There are no additional fees for substitutions.

Cancellation and Refunds: To receive a refund, you must cancel your registration in writing at least two weeks prior to the course start date. You may email the cancellation request to info@federaltraining.com or fax it to 301-839-6616. If you cancel less than two weeks prior to the course start date, your tuition will not be refunded, but you (or a substitute) will be able to reschedule for the same course or any other course of equal or lesser value. There are no fees for rescheduling.

5. When can I expect a confirmation of my registration?


You will receive a confirmation email shortly after you register on our website for a course or after one of our representatives registers you for a course. You will also receive an automated reminder email a few days prior to the beginning of your course. NOTE: Please be sure to include your email address when submitting a training form, fax registration, or email registration. Otherwise, you will not receive an email confirmation.

6. Where will my course be held?


Human Resources Institute offers virtual courses as well as courses at training centers in the Washington, D.C. Metropolitan area. Please check your course confirmation or reminder email for information on the exact location of your class. Visit our Locations page for directions and other details regarding our training sites.

8. When should I purchase airline tickets?

Although courses are rarely canceled, please do not make nonrefundable airline reservations until you have emailed support@federaltraining.com or called 301-749-5600 to confirm that the course will be held.

All of our open enrollment courses are scheduled from 9am to 4pm.

10. What is the attendance policy?


Students are expected to complete the entire course and should make their travel arrangements accordingly. You will not receive a certificate of completion if you fail to attend the entire course. If you are unable to complete the course for any reason, please call 301-749-5600 to make arrangements to complete the remainder of the course at a later time.

11. What must I do to successfully complete a course?


To successfully complete a course, you must attend the entire class,  complete assignments, and where applicable, achieve a passing score on all graded work.

12. What happens if I do not attend a course after registering for it?

You or a substitute may reschedule the same course at a later date. Please call 301-749-5600 or email info@federaltraining.com to reschedule.

13. What is your weather policy?

We follow OPM and the Federal Government. If the Federal Government closes, then the course will not be held and you will be rescheduled to a later date. If the Federal Government is open (including unscheduled leave), then the course will be held. If the Federal Government opens on a delay, then the class will be delayed for the same time period. For example, if the Federal Government opens on a 2-hour delay, then the course will begin two hours after its regularly scheduled 9 a.m. start time, i.e. class would begin at 11a.m.

15. Will I receive any continuing education credits for completing your courses?


Our courses can be used to fulfill a variety of continuing education needs, including Continuing Professional Education (CPE) credits, Continuous Learning Points (CLPs) for CORs/COTRs, and Continuing Education Units (CEUs).

16. Do you offer group discounts?

For groups of students enrolled in the same training course, the following group discounts apply:

5-9 students receive a 10% discount
10 or more students receive a 15% discount
 
To receive the discount, you must call 301-749-5600 or email info@federaltraining.com so that our staff can note the discount in our system.

17.  What is your Student Conduct Policy?

All students attending Human Resources Institute’s courses are expected to act respectfully and professionally towards other students, instructors, and staff. Failure to do so may result in dismissal from a course.

18. Can I obligate funds from the current fiscal year to pay for Human Resources Institute training during the next fiscal year - whether it is open enrollment or contracted/onsite courses?


The Government Accountability Office (GAO) states that it is permissible to use this year’s funds for training scheduled for the following fiscal year, which includes open enrollment and contracted/on-site courses.

The Comptroller General’s Decision (B-238940) permits use of current fiscal year funds to pay for training during the next fiscal year as long as the following three conditions are met:

  • The training meets a bona fide need of the current fiscal year
  • Scheduling of the course(s) must be beyond the agency’s control
  • The time between procurement and performance must not be excessive
If you have any questions about your agency’s specific policy, you should contact your contracting officer regarding the use of fiscal year-end funds.

19. What is your intellectual property policy?

When you register for or attend a Human Resources Institute course, you acknowledge that Human Resources Institute’s training materials are protected by U.S. and international copyright laws. You also agree not to use the company’s training materials, including but not limited to the concepts and ideas expressed in the training, to create a competing product/service.
