Program Overview
The Federal Leadership Certificate Program is designed for aspiring Federal supervisors, newly appointed Federal managers, and high-potential employees preparing to move into leadership roles. It is designed to help agencies strengthen leadership capability and accelerate the readiness of aspiring and newly appointed Federal leaders.
This program combines the Human Resources Institute's proven Federal training courses with a hands-on Leadership Learning Lab and individualized coaching to ensure leaders not only gain knowledge, but apply it effectively in their roles. Participants build critical leadership competencies through interactive training, practice-based simulations, and structured feedback, while receiving personalized coaching aligned to real workplace challenges.
Many leadership programs focus on course completion. This program is intentionally designed to support on-the-job application and sustained behavior change. By integrating follow-on coaching, participants are supported as they navigate competing priorities, organizational pressures, and real-time leadership challenges, ensuring that development translates into improved performance on the job.
The certificate program includes approximately 83 hours of training and provides a structured, scalable approach to developing leadership capability across the organization.
Program Components
Leadership Learning Lab: Signature Experience
The Leadership Learning Lab is a 20-hour highly interactive, simulation-based program that provides participants with the opportunity to practice critical leadership skills in a structured, low-risk environment.
Participants work through realistic Federal scenarios such as performance management conversations, stakeholder alignment, establishing and building teams, decision-making and managing competing priorities. The lab environment allows leaders to test approaches, receive targeted feedback, and refine their effectiveness before applying these skills in the workplace.
This approach helps reduce time-to-effectiveness for new leaders and increases confidence in handling complex leadership situations.
Individual Coaching
Enrollment in the Leadership Learning Lab includes 8 hours of individual, virtual 1:1 coaching, delivered over a period of 6 to 9 months.
Coaching is delivered by certified coaches who bring both formal coach training and extensive Federal leadership experience. This ensures participants receive practical, context-relevant guidance aligned to the realities of Federal leadership. Coaching plays a critical role in reinforcing learning and supporting sustained performance improvement.
