This course is designed for anyone who is or will be designated as a Contracting Officer's Representative (CORs), Contracting Officer's Technical Representative (CORs), Technical Officer (TOs), or Project Officer (POs), as well as anyone else who wants to develop a thorough understanding of the entire acquisition process.
- Comprehensive review of the Federal Acquisition Regulation (FAR) and other laws and regulations relating to the acquisition field.
- Learn critical contracting and acquisition terminology.
- Review the Federal Acquisition Institute’s (FAI) essential competencies and duties.
- Review COR roles, responsibilities, and delegation, such as working with the acquisition team, effective communication, negotiation, allowable and prohibited practices, and ethical responsibilities.
- Prepare a COR work plan.
- Methods of Acquistion - sealed bidding, contracting by negotiation, two-step sealed bidding.
- Acquisition Process – market research, acquistion planning, contract formation, contract administration, Government Furnished Property (GFP), quality assurance plan, and evaluation factors.
- Types of Acquisitions - micro-purchases, simplified acquisitions, purchase orders, blanket purchase agreement (BPA), interagency contracts, GSA contracts, multi-agency contracts (MACs), and agency contracts.
- Types of Contracts - fixed-price, cost-reimbursement (CR), time and materials/labor hour/fixed rate, indefinite delivery, mixed contract types (hybrids).
- Tasking Work to the Contractor - work package, Statement of Work (SOW), types of SOWs, Independent Government Cost Estimate (IGCE), direct costs, direct labor, materials and equipment, other direct costs (ODC), indirect costs, and profit.
- Evaluating the Contractor's Offer - price and cost, fair price, reasonable price, Truth in Negotiation Act (TINA), price analysis, cost analysis, cost elements, and cost/pricing terms.
- Contract Award – provide preaward/postaward technical assistance, proposal evaluation, prepare for contract administration, and participate in post award orientation.
- Contract Administration – monitor performance, document performance, monitor costs, inspection, acceptance, review contract deliverables and performance, recommend modifications, constructive changes, resolve delays, quality assurance and surveillance, administer stop-work orders, analyze and resolve contract disputes and performance problems, and provide termination assistance.
- Invoicing and Payments – review invoices, payments, overruns, protests, disputes, appeals, and equitable adjustments.
- Socioeconomic Considerations – set-aside programs, the small business set-aside, the 8(a) program, the HubZone and Service-Disabled Veteran-Owned Business Programs (SDVOSB).
- Contract Closeout- requirements and procedure, file documentation, past performance evaluations, and record retention.
- Standards of Conduct and Ethical Responsibilities - the Procurement Integrity Act, Code of Ethics, conflicts of interest, prevention of bribery and illegal gratuities, false claims and false statements, kickbacks, and lobbying restrictions.
This course is designed to provide you with knowledge of the Federal contracting and acquisition process. Our dynamic instructor, with over 20 years experience as a Contracting Officer, will equip you with the knowledge and skills necessary to successfully execute your responsibilities as a representative of the contracting officer.
The course fulfills requirements for FAC-COR certification. Successful students will be eligible for 40 Continuous Learning Points (CLPs).
