This course is designed for anyone who is or will be designated as a Contracting Officer's Technical Representative (COTRs), Contracting Officer's Representative (CORs), Technical Officer (TOs), or Project Officer (POs), as well as anyone else who wants to develop a thorough understanding of the entire acquisition process.
- Comprehensive review of the Federal Acquisition Regulation (FAR) and other laws and regulations relating to the acquisition field.
- Learn critical contracting and acquisition terminology.
- Review the Federal Acquisition Institute’s (FAI) essential competencies and duties.
- Discuss COTR responsibilities, such as working with the acquisition team, effective communication, negotiation, allowable and prohibited practices, and ethical responsibilities.
- Prepare a COTR work plan.
- Acquisition Planning – develop the Statement of Work (SOW), perform market research, develop the independent government estimate, develop a quality assurance plan, and create evaluation factors.
- Contract Award – provide preaward/postaward technical assistance, proposal evaluation, prepare for contract administration, and participate in post award orientation.
- Contract Administration – monitor performance, document performance, inspect, accept, and reject contract deliverables and performance, recommend modifications, resolve delays, administer stop-work orders, analyze and resolve contract disputes and performance problems, and provide termination assistance.
- Review contract closeout requirements and procedures.
- Review the Procurement Integrity Act, standards of conduct, and conflicts of interest.
This course is designed to provide you with knowledge of the Federal contracting and acquisition process. Our dynamic instructor, with over 20 years experience as a Contracting Officer, will equip you with the knowledge and skills necessary to successfully execute your responsibilities as a representative of the contracting officer.
This course covers all technical and professional business competencies required by the Federal Acquisition Certification for Contracting Officer Technical Representatives (FAC-COTR), which have been identified by the Federal Acquisition Institute (FAI). Successful students will be eligible for 40 Continuous Learning Points (CLPs).
